We had some similar issues on our system which related to our content system settings. We previously licensed the content system, but were not using the courses and organisation areas, so had removed permissions from these. In 9.1 all files go into the content system, and we had to do a bit of work to restore the permissions. Might be worth comparing the settings for these two areas on your test and live systems. (It was fine on our test server!) Nor can they copy sites. Clearly this is a major problem for us, and we're anxious to get it resolved ASAP. Any colleagues experienced anything similar? We've raised it with Blackboard, but despite spending all day on the phone with them we haven't made much progress!
