Toyin, you might try asking permission from Falcon Press who published an earlier Golden Dawn ms (as opposed to the later redacted Stella Matutina version published by Llewellyn).  They might be more amendable.

I want to use them in a ritual I am developing which I intend to place online for free access.The ritual will quote the words of the Golden Dawn text without any modification.

The ritual I am developing is an elemental meditation and invocation.

Dear Kathy,

Good morning.

May I humbly and earnestly request that Llewellyn review its position on this?

Magical and religious systems grow by accretion and adaptation, of the kind I am requesting your permission  to do  with a very small fraction of the enormous wealth represented by the Golden Dawn material. If I know my Golden Dawn history well enough, the text was first published through Aleister Crowley's defiance of his oath as a Golden Dawn initiate not to reveal what he was taught. The text itself is fed by various sources, without which the Golden Dawn could not have existed. These include ancient Egyptian rituals, the Enochian workings of John Dee, the Hindu tattvas, among others.

In the light of the history of the very book in question itself, I would suggest that Llewellyn permit  me to use a small fraction of the text in a ritual I am developing.

An interesting adventure it is likely to be.

What does Llewellyn lose from having online a minuscule fraction of a text?

We might as well discount the entire ethical legitimacy of the Golden Dawn book which seems to be significantly a  bricolage of work created by others different from McGregor Mathers and Wayne Wescott who put the book together. Did they seek permission from copyright holders or even openly acknowledge their sources in the rituals they used?

It could be relevant for you to read up on the history of the book we are referring to. It might help you rethink your position. You could start with Israel Regardie's introduction to the book.
