Just to throw in my two penmcd worth...
I currently do some work for a  large OH provider and the reports are stored centrally as well as  a hard copy in the paper record.
It has a small senior management team all of whom would deal with complaints and issues, and none of them are clinicians.
I assume that they have signed a confidentiality agrerement, as have the adminsitrators.
I am not aware that they are restricted in accessing the computerised records.
I think it would be difficult for such a restirction to be made.
 
If there is a reason for management to access a report for audit purposes, then why not ask the employee for permission for the report to be audited by your manager.
( I have a feeling your manager would not like this either.)
 
I would not myself assume as a patient that my report was going to be disclosed to non clinicians in the dpeartment. If I was asked to sign a consent at the time of the consultation that the OHA' s manager (non clinican) might read the report I would not sign the consent or I would  strike that bit out...
