Can anyone advise please on a good way of photographing documents?

I have in mind using a tripod facing down to a horizontal surface.

But how to keep pages flat? Glass is heavy, reflective, dangerous and fragile - what is the best alternative?

And what about transparencies and negatives?

(The reason I am not using a scanner is that this work has to be done in the library; also, photography is so much quicker than scanning.)

Thanks for  advice that anyone can give.
