Hi Linda, this may not be any help but there is one for German names too: Personennamendatei, PND and it seems to be linked to some sort of EU portal (http://www.biographie-portal.eu/) - sorry to be rather vague about this but my notes were based on listening to presentations in German so are a bit sketchy.
