Myths and Realities 9: Who benefits from benefits?

There is much public pillorying of people who receive state benefits and a current programme of benefit reform is underway. But who actually gets benefits and what are the assumptions underlying our system of welfare? Who get most support – children, older people or those on low or no incomes?
