It is certainly not ideal, but in the absence of anything else I would accept a sworn oath.  If on a later date you find that the oath is untrue the student would have committed an offence.  You may also want to have other references from employers etc. to back up the good character assertions.

Subject: [CRB-HE] Certificate from Singaporean Police

 

We have an Indonesian applicant who is resident in Singapore who has been unable to get a Certificate of No Criminal Conviction (CNCC) from the Singaporean Police. The applicant has been resident in Singapore for over 5 years and it seems that the Singapore Police Force has stopped issuing CNCCs to non-citizens and this is stated on their website:

I wondered if anyone else had come across this issue and how they might have resolved it?

In addition, the Singaporean Police are recommending that the applicant take an oath in the presence of a Law practitioner as an alternative - is this something that has been accepted elsewhere?
