For 150 employees, and obviously dependant on the type of organisation I think I would be tempted to look at local provision of musculoskeltal treatment and counselling or similar with OH as the referring body/gatekeeper. Too often such programmes are put in place with a splash of advertising at the beginning of the contract and then little else. Hence awareness and usage decreases and the cost per session for the few who do use rises. The overall effect is that you won't get any of the (money saving but hard to prove) preventative aspects but you will be able to cover any critical cases to remain compliant. I was recently in a conversation with a colleague of mine who said that a couple of companies he is working with have stopped using the standard EAP services due to poor uptake and are just providing funding for counseling with OH as the gateway.
