GIS Software Developer and Analyst (ESRI ARC GIS)

Helmand Monitoring and Evaluation Programme (HMEP)

Coffey were commissioned to design and implement a Monitoring and Evaluation Programme for the Helmand Provincial Reconstruction Team (PRT). The goal of the programme is to improve the delivery and effectiveness of the contributions of stabilisation and development programmes in Helmand to the Afghan National Development Strategy and the Helmand Plan. The programme is designed to assist stabilisation and development programmes in Helmand to make more effective use of monitoring and evaluation tools. 

HMEP consists of four outputs:

1.	Output One

Established baselines for PRT programme strands and DFID programmes in Helmand against which to monitor effectiveness and impact focussed on the indicators chosen by the PRT and DFID. 

2.	Output Two

An operational, up-to-date, user-friendly database and GIS database covering DFID, PRT and (where information is available) Task Force Helmand (TFH), Task Force Leatherneck (TFL) and other donor activity in Helmand.

The HMEP database will have the following components:

•	an Oracle database containing related tables storing information on:
•	plans (defined in terms of goal, purpose, outputs, activities and budgets together with  time bound          indicators to measure progress and outcomes)
•	primary (raw) and secondary (processed) data relevant to plans,
•	other contextual data, useful for planning purposes,
•	links to maps and reports produced by HMEP, and
•	links to a library of other documents relevant to stabilisation and development in Helmand;
•	the libraries of maps, reports and other documents;
•	a GIS facility to enable the interactive visualisation of data in map form linked to its attributes.

The database will provide users with access to: plans and plan updates described in terms of goals, purposes, and indicator target and actual values; the reports generated under Output 3; contextual data in tabular form; all library documentation and maps and a facility to overlay available layers to produce customised maps.   

3.	Output Three

New knowledge and recommendations from quarterly monitoring, six-monthly analytical reports and up to four ad hoc reactive reports per year aligned with PRT and DFID reporting schedules and focussed on outcomes and effects to help the PRT and DFID with evaluation and future design and implementation of their strands and programmes.

4.	Output Four

Improved programming capacity in the PRT that standardises approaches and affords consistency in reporting across the PRT. 

THE POSITION

As the GIS Software Developer and Analyst (ESRI ARC GIS) you will work with the development team that is building an enterprise level Monitoring and Evaluation Database and Web reporting system including an interactive GIS website and spatial database.
You will be working closely with the Technical Architect / Lead Developer and an expert MIS/GIS research consultant.

Your key responsibilities will be to:

•	Analyse and model user requirements from a GIS perspective
•	Spatial data and metadata acquisition, 
•	Spatial data pre-processing and validation to get the spatial data ready for GIS analyses
•	Spatial data modelling and upload into Oracle SDE
•	Production of GIS maps
•	Create GIS website using ARC GIS Server 9.3.1 (Web ADF)
•	Create Geo-processing services to answer specific spatial queries
•	Automate spatial data refresh
•	Working with the team by looking after the day-to-day operations of the server environment
•	Optimising Map services and ensuring delivery

The successful candidate will also be expected to:

•	Provide support in nominated elements of project management for design, estimates, delivery and implementation.
•	Provide technical expertise in terms of product usage, software usage, functionality, performance, aesthetics, resilience and re-use
•	Efficiently identify common components, solutions and services to meet key project goals.
•	Conduct requirements analysis and the translation of user needs into work or component specifications.
•	Manage the customisation of GIS desktop software, relational databases and internet GIS applications so that they are appropriate for the user groups concerned.
•	Perform necessary maintenance and configuration functions on GIS database and web servers.
•	Apply technical standards and best practice from concept to completion, in medium to large scale projects.
•	Knowledge of OGC standards.
•	Maintain a current awareness of trends in technology and IT / GI architecture with a view to forming and sharing knowledge and opinions on these trends.
•	Create software engineering designs and implement robust code according to local and industry quality standards.
•	Possess the ability to convey technical details to a non-technical audience.

THE PERSON

You will have a Master’s degree in Computer Science or GIS and a minimum of 3 years work experience in GIS software development and analyses using ESRI ARC GIS suite of products.  In addition you will have:

•	Demonstrated ability of developing with ESRI ArcGIS Server 9.3.1 (web-based solutions with the ArcGIS JavaScript API / ArcGIS Flex API / Web ADF), ARC SDE, Oracle (11g) and must be experienced in integrating GIS into enterprise level systems.
•	Strong general web development skills (preferably ASP.NET 3.5) and experience of utilising large scale databases to create solutions.
•	Demonstrated ability to conceptualise and implement spatial analyses for purposes of creating GIS maps and using them in the creation of GIS website.
•	Strong understanding of Geographical Information Science, knowledge of spatial data formats, spatial data management, modelling and databases 
•	Able to document, design, code, and test GIS Internet mapping solutions and GIS applications; design and carry out GIS procedures, both simple and complex; and perform programming for data creation, analysis, conversion and transfer, graphic production, and project reporting.
