FE currently asylum seekers are classed as home students after six months of their claim; eligibility for funding is linked to being on asylum support/Section 95.

 

Next year, as it stands we expect this to remain the same apart from the funding being reduced to 50% (in effect meaning people won’t be able to afford courses). However, we hope that there maybe some movement on this.

 

HE: asylum seekers are classed as international students for fee purposes but universities can charge less or waive fees. There is no access to student support though. Our short guide gives more details.

If it is discretionary, is there then scope to advocate that institutions should classify ASs as ‘Home’ (if beneficial) or is this just wishful thinking?

Hello

I have just spoken to the Admissions Office at the university where I work at and asked this question. I know it would be better to check with colleges though. Anyhow the answer I received is, that it us up to each institution whether they decide to classify Asylum Seekers as Home or International students.

If classed as International then asylum seekers could look at about £5500 per year for an ESOL class.

 

If classed as Home then we need to know if they are fully-funded or co-funded (50% contribution to fees). Given that most are on vouchers not sure how they’ll find the £££ either way. It has been known for some Asylum seekers to borrow money from within their community to continue education and pay exam fees.

They can be funded to do a vocational qualification at Entry or Level 1 (if they don't have a Level 2 but want to progress to one) but can't be funded to learn the English they need for the course!  Crazy, but it looks as if there is some scope here for being creative with embedding ESOL into these other FLT/Entry/Level 1 courses.  Be flexible, as usual!

Actually if any of your ESOL students are doing vocational qualifications it will mean they won’t have to pay for them , so Health and Social Care L1 etc.

Progression Funding
"The Skills Investment Strategy set out the reform of statutory entitlements from the 2012/13
academic year. This included full funding for those with an entitlement to a Level 2
qualification who need help to make the step up from basic skills. It has now been agreed that
this funding will be provided from the 2011/12 academic year. This means that for 2011/12
Entry or Level 1 aims will be fully funded where a learner has an entitlement to a Level 2
qualification, in that they must have a highest prior attainment of Level 1 or below, but need a
step up from basic skills in order to progress to Level 2.

? Skills for Life (literacy, numeracy and English for Speakers of Other Languages
(ESOL)) is not included in this entitlement as funding policy has already been
established and set out in the Agency's Guidance Note 6

? Learners can be enrolled on either Entry or Level 1 aims.
? They do not need to be enrolled on a full Level 2 qualification but the provider
should be assured that the learner needs the additional step in order to progress
to Level 2

 

Literacy and numeracy are funded though anyway
