I took it for granted that people here would understand the concept.

 

For once, Wikipedia does a reasonable job:

Not something that you can use to describe “political science”.

Something to do with what us old fogeys refer to as “the scientific method”.

Aforementioned fogeys (young and old) rarely spell out what they mean by this though. The term 'scientific method' is hardly unproblematic...
