I have had a communication from EBSCO that they are actively pursuing the American distributors who 'bundle' journals and send them to a common postcode relying on whoever receives the bundle to open it and redistribute contents! As they say "proof of postage is not proof of delivery" and I am sure there is a law that says the onus is on the supplier to ensure safe delivery not on the poor receiver who is left feeling as if they are being called a liar because "we have sent this out twice already and cannot resupply without a charge". But we never got it, so you haven't actually supplied it have you!!! It feels like a no win situation but it shouldn't be because they are wrong and they are being allowed to get away with it and we should be able to do something more than complain about how awful it all is and carrying on paying for it! I put orange tags on the index cards of journals I have missing issues for, and it is a forest of orange in the box. I am seriously thinking about cancelling the titles that are particularly bad, as it is a waste of money and time. We have had enormous challenges extracting paper copies of journals for some time now. We are told we didn't claim in time (rarely true) or that we have claimed too many times (our fault how?) and that we have had too many free replacements and will have to pay for further replacements (you must be kidding). Problem seems to come from use of the cheapest possible route for delivery. Net effect - non delivery.
