Subtsance misuse testing in my organisation is (thank God) separate from
the OH function and is carried out by contractors. In my opinion to a
large extent the issue of people being under the influence at work ian
HR/management issue. OH can assist with any necessary onward referral,
support etc but IMHO not be involved in the checking and policing.
Breaches of such procedures may well result in discciplinary
action/dismissal and there may be many conflict of interest type issues
that arise if OH do the work

However - it depends on the nature of your organisation , how hazardous
it is etc. Irrespective of this - if I stick with my opinion that it
should not sit with OH cant really see how your OHP can move the
goalposts without a full and frank discussion with HR?

I would say not to remove, this program is set to support the employee
in 
proof of their adherence to the rehab program, other on lookers could
imply 
that with out random testing the employee could possible prepare for the

test thus dictating the end result.

Hello all

At the moment our substance misuse policy states that if an employee is 
referred to OH, they follow a set proceedure.  This proceedure includes 
"possible in-house random testing for a period of up to 3 to 6 months 
duration whilst under voluntary support programmes".  The employee can 
consent or refuse to "undertake the drug and alcohol screening / 
rehabilitation programme / proceedure.

Our (new) OHP is not happy re any random testing and has said that they
are 
going to re-write the policy to exclude any random testing.  I'm not
sure 
whether that's such a good idea, but that's just me perhaps.

Please can you say whether it's a good idea to remove OH randomly
testing 
where indicated or not?
