In my current role it took three years to get any clinical supervision that was more than 'very prescriptive clinical advice'. i.e. the type where we can discuss the emotional impact of working with clients and understand the mechanisms in play (transference, guilt, victim, manipulator etc etc.) to the benefit of the clients and us. It can be really useful but is very dependant on the supervisor. We have it provided every 2 months for 1 hour! Luckier than many I know but not nearly enough (and I work as part of a team with colleagues available by telephone for the occasional rant).
 
Sharon, I know I have not come up with any solutions but I would like to offer my whole hearted support to finding ways to support colleagues and would be more than happy to offer my time now or in the future to this.

Dawn, hats off to you for taking the time and effort to reply to so many responses.  I do have an awful habit of not reading through things properly.
