Although I'm not from Northants, I think library users in the communities which are expected to raise this money have a right to complain under the Public Libraries Act 1964 - the council tax they pay is going to provide other people in the county with a free service while they are having to pay to keep their libraries open. It doesn't matter that they are asked to raise this money as a community - the service still isn't free as it is supposed to be under the 1964 Act - and the free service is no longer being provided comprehensively.They have a strong case to challenge the legality of what is planned.

Good news?They're expecting library users to stump up how much to help run the service? £40k already raised, but can they keep this up? ... and then “It could also mean that some libraries may still be identified for eventual closure".  Gary Green
