Really? Carnegie (a hard-headed buinessman who didn't flinch from using 
violence to break strikes) insisted on tough conditions for the local 
authorities:

* demonstrate the need for a public library;
* provide the building site;
* annually provide ten percent of the cost of the library's construction 
to support its operation;
* provide free service to all.

Note that even he only provided capital funding, not running costs.
