Hi, you are right about the Digimap data.  They would not be able to use 
it. I also dont know much about similar organisations in different 
countries, we are pretty lucky in the UK to have access to so much data 
while at university.

Could you look at OpenStreetMap data?  It is pretty good in cities and 
you can get hold of the raw shapefiles quite easily.  Might be worth a look.
