So your fsl enviroment setting is correct.
Next, you may want to try two method to install fsl
1. use fsl installer script
2. just untar the fsl tar ball to your $FSLDIR
BTW, for Ubuntu there is another convient way to install fsl, please
check http://neuro.debian.net
