Yes, OA proponents are aware of that. But at present, a big barrier for 
science in developing countries is the inability to pay for journal 
subscriptions, so researchers can't even get started on their research.

Yes. But the criterion is not the importance of the research,
but whether the researchers have the funds:

"We offer a complete or partial fee waiver for authors who do not have
funds to cover publication fees. Editors and reviewers have no access to
author payment information, and hence inability to pay will not
influence the decision to publish a paper."
