Hi Michael.

Whilst it is true that IOP Publishing have a 'free for 30 days from
publication' policy, the journal to which you refer (Environmental Research
Letters) is one of several open access journals in IOP Publishing's
portfolio.  Articles in ERL are funded by an article charge, the details of
which are outlined here:

From what I gather, the paper that Stephan kindly pointed us to refers to
what happens in newspapers. These are the last people who will go out and
spend money on research papers. (Too busy paying people to hack into

That is unfortunate, because that is where things need to change.

 

I doubt very much if the paper is likely to get the press release treatment
that Nature et al put into promulgating important research. So, apart from
Stephan's contributions, it will not even get written up in places where the
media are likely to read about it.

 

By the way, there are plenty of models for allowing papers out without
wrecking your finances. The best example I know of it IoP Publishing which
grants free access for the first 30 days.

Except generally speaking, Times journalists' salaries are not paid by
Government. Public research funds are supposed to benefit the public, not
just those who can afford to pay. 

 

However, I take your point. To blame scientists - individually, or
collectively - for the faults of the system of science would be a mistake.
The research community has little choice but to play by the rules of the
innovation system, or suffer its penalties.
