This is becoming an increasing problem as universities have started to dispose of their hard copy journals

 

Admittedly you can usually purchase digital copies of journal artricles but the price is often excessive

 

However there is no such opportunity as regards the Parliamentary Papers, the digitisation of which was funded by the taxpayer; ProQuest provides the (excellent software) but provides no opportunity for the private individual to pay to access these

 

whilst some public libraries have free access to DNB, OED, and 19th century newspapers - for example - how long will this last in the current cutbacks
