According to this http://www.number10.gov.uk/news/statements-and-articles/2011/01/public-services-you-call-the-shots-58988 it has been sent to '"From the PM" email subscribers'. It would be interesting to know if the two people you mention do in fact fall into that category (whatever it means...)

Have others on the list received this email from Cameron?  At least two people I know have received it - unsolicited - wondering how Downing St got the addresses and how use of them is DP compliant.  Most likely possibility is that the Downing St petitions website has been plundered for addresses, but if so I suspect such use was not part of the fair processing notice.
