À COMUNIDADE INTERNACIONAL GEOGRÁFICA
Como fomos informado recentemente, a próxima Conferência Regional da UGI (14-18 de Novembro de 2011) terá lugar na Escola Militar, com sede em Santiago do Chile.
Como geógrafos críticos somos surpreendidos
por isso, uma vez que esta escola é apontada como uma das bases operacionais da sangrenta ditadura chilena (1973-1990).
A
Escola Militar General Bernardo O'Higgins foi um centro de tortura e assassinato, isto de acordo com os dois relatórios oficiais mais importantes sobre a violação dos direitos humanos e crimes contra a humanidade que aconteceram durante a ditadura chilena
(Comisión Rettig, de 1991; Comisión Valech, 2004). Além
disso, na semana imediatamente a seguir ao golpe de Estado de 11 de Setembro de 1973, as reuniões do "Comité de Coroneles '(também conhecido como' Grupo DINA") tiveram lugar na Escola Militar.
Este
grupo é identificado no Relatório Rettig como um dos think-tanks da ditadura, e que desempenhou um papel chave na justificação da violação dos direitos humanos durante este período negro da história chilena.
A
relação entre a IGU e os militares chilenos é claro no Decreto n. º 18 do GCS (22/1/79) em que o Instituto Geográfico Militar é apontado como a instituição que representa oficialmente o Governo do Chile perante a IGU.
O decreto foi assinado em pelo próprio Augusto Pinochet e que se manteve inalterado até hoje.
Nós,
os abaixo assinados estamos surpresos e preocupados com a decisão de realizar a Conferência Regional IGU 2001, num lugar tão surpreendente marcado pelo terror, num país com grandes infra-estruturas para a realização e conferências.
Por
este motivo, pedimos a IGU, como uma organização pretensamente democrática, o adiamento da realização desta Conferência, salvo se ela for movida para um lugar diferente.

TO THE INTERNATIONAL GEOGRAPHICAL COMMUNITY
As it has been informed recently, the next IGU Regional Conference (14-18 November, 2011) will take place in the Military School based in Santiago de Chile. As critical geographers we are surprised by this, since this School is pointed at as one of the operational bases of the bloody Chilean dictatorship (1973-1990).
The Military School General Bernardo O’Higgins was a centre of torture and murder according to the two most important official reports on the violation of Human Rights and crimes against humanity happened during the Chilean dictatorship (Comisión Rettig, 1991; Comisión Valech, 2004). In addition, in the weeks immediately following the coup on 11 September, 1973, the meetings of the ‘Comité de Coroneles’ (also known as ‘Grupo DINA’) took place at the Military School. This Group is identified in the Rettig Report as one of the think-tanks of the dictatorship, and it played a key role in justifying the violation of Human Rights during this dark period of Chilean history.
The relationship between the IGU and the Chilean militaries is made clear in the Decree Nr 18 of the SSG (22/1/79) in which the Instituto Geográfico Militar is appointed as the institution officially representing the Chilean Government before the IGU. This Decree was signed in by the very Augusto Pinochet and has remained unmodified until present.
We the undersigned are astonished and worried about the decision to hold the IGU Regional Conference 2001 in a place so strikingly marked by terror, in a country with a vast conference infrastructure.
For this reason, we ask the IGU, as an allegedly democratic organisation, to postpone the Conference unless it is moved to a different place.
