Dear George,

Why "surely"?  As far as I am aware, the Bibiana specially venerated by the Archdiocese of Los Angeles is a catacomb saint whose remains were discovered in 1853 and who was equivalently canonized under the name form Vibiana either late in 1853 or early in 1854.  See this from the Archdiocese:

Although this saint's name and her localization are the same as those of today's Bibiana, the very fact that she was canonized makes her unlikely to be officially regarded as identical to an ancient martyr accorded a _cultus ab immemorabili tempore_ and thus canonically in no need of papal canonization.

The Bibiana/Vibiana venerated in the Archdiocese of Los Angeles is a saint of the day of 1. September.  See the Archdiocese's liturgical calendar:

this Vibiana's feast is celebrated only in Los Angeles.
The Bibiana of 2. December, on the other hand, is still celebrated both at her church in Rome and in several other Italian dioceses.

I'll take your word for it that today's Bibiana is a patron of drunks -- at least in popular perception.  _In bino beritas_ and all that.
