There was a German film in the late or early 80s called "Looping", but I haven't seen it so can't attest to its relevance. Looping is also an issue in DePalma's "Blow Out", of course. There was also a good but little-seen thriller from New Zealand in the early 90s about a Foley artist - called "The Footstep Man".
If you're looking for an example of dubbing gone haywire, the best (or worst) example would be the English language version of Godard's "Contempt"...
