I think the text of the letter sent to suppliers reads something like

  "From 01 December 2010, the NHS Business Services Authority will no
longer pay invoices to DSA equipment/services providers on behalf of
students. We will make funds available directly to students to cover
these payments and therefore from next month, suppliers of goods and
services will need to invoice students directly. This change brings
payment of the allowance in line with the way that we pay all other
bursaries and allowances..."

Note that one London-based taxi company who are able invoice the funding
body directly rather than charge students has already said they'll no
longer provide quotes for NHS-funded students because of this.
