I'm coming to this conversation very late, but it's worth saying that
the reconstitution of shredded documents has been investigated already.
The reunification of Germany saw significant efforts into developing
technology to put back together the documents shredded by the Stasi, so
that former East German citizens could find out the state had kept about
them.

I think those involved were quite optimistic, and a bit of googling
reveals that an organisation called the Fraunhofer Institute were at the
forefront.

I think it's a bonfire or nothing.

For banknotes they have the significant advantage that they know what 
the finished item is supposed to look like. It's also mainly pattern, 
whereas documents are mainly white space.
