Hello Ravi, I don't know if this will be of help as I am not clear what you are working on but I was seconded for a year to help develop and write the Irish National 'Children's Strategy: Our Children - Their Lives' in which 'children will have a voice' was one of three core goals. Subsequently I have reflected on the experience in a Chapter for 'Children, Young People and Social Inclusion - Participation for what ?' edited by Kay Tisdall and others (a text you may well know) and in an article in Children & Society. A Hello Ravi Here in the Republic of Ireland we have a minister for children and youth affairs and the office of this minister (Office of the Minister for Children and Youth Affairs) has a couple of designated participation staff. The office promotes state sponsored participation of young people in the form of youth councils (34 in the Republic of Ireland) and an annual youth parliament. There are other measures also, namely a Child and Young Person's forum, student councils and other initiatives designed to promote youth participation. How successful they are, is of course, debatable. There is also a Children's Ombudsman in Ireland, it's actually a woman (!!) named Emily Logan. I have been in touch with her office a few times and they advise that really they don't see a place for them in relation to the state's 'offical' particpation structures.
