Many thanks to those who replied to my email about research charges.  A number of people expressed an interest in the findings, so please find a summary below.

 

Most respondents were from local government archive services and mostly charged in the region of £20-£25 per hour.  The most expensive charges I heard about (other than TNA's £15 for 15mins) were £29.38 for 45 mins plus £23.50 for each subsequent half hour, inc VAT, although I am sure that there are other places that charge as high, if not higher.  It was pointed out that private researchers would charge a lot more.

 

Some places do distinguish between personal and commercial customers, while others do not.  It was pointed out that a lot of the "public" actually are professional genealogists, although they are not up-front about this.

 

Some archive services seem work out their charges based on what other records offices charge, and some are determined by council committees etc.  But there were a number of factors which people mentioned which should help in coming to a justified charge:

 

Hourly rate of pay of person doing research, plus staff-on costs (NI, annual leave, pensions etc) of around 30%, plus overheads and VAT.

Then there is the question of whether a sum should be added to cover premises costs, cataloguing costs etc as these make the searches possible in the first place, there are apparently stipulations regarding this in copyright law.

£25 per person per hour is the charge allowed to be considered in working out FOI costs.
