Mae ‘arbedion’ ar gael am ‘economies’ ond beth am ‘efficiencies’?

 

Dyma dair enghraifft o’r ymadrodd hwn:

 

Some might view policy reviews and the production of a ‘White Paper’ as activity instead of action. I don’t see it that way. We must transform social services, doing a little bit less of the same things is not going to be sustainable. A new approach is needed to deliver the economies and efficiencies we need. We have to create a joined up system which includes health, housing, education and social services.

 

A Social Services Commission on the future direction for social services and the economies and efficiencies to sustain them.

 

In the last few years, the Young Foundation has developed a framework for helping public sector organisations achieve economies and efficiencies. The 12 economies framework in its current form is about getting value for money as well as opening up space for innovation in public sector organisations.

  1. Stopping - pure economies that come from stopping doing things
  2. Trimming – trimming service quality, extras, freezing pay
  3. Delay – postponing capital, pay rises, recruitment, promotions
  4. Scale –  organising services or processes at larger scale, eg aggregating call centres, back office, delivery units
  5. Scope -   bringing multiple functions together, eg  multi-purpose call centres (111), websites, personal advisers, doubling up (solving two problems with a single intervention) , integrating capital pots
  6. Flow –  managing flows of events, customers, to achieve economies of specialisation, reduce failure demand
  7. Circuit  – reducing costly events through addressing causes (recidivism in crime, hospital repeated readmissions), with financial tools such as Social Impact Bonds and systems redesign
  8. Penetration – economies that come from geographical concentration eg Combined Heat and Power, street concierges, reuse of physical delivery systems
  9. Responsibility – passing responsibility out to citizens (changed ‘scripts’ – eg waste and recycling, street cleaning, tax returns)
  10. Commitment – shifting provision from low to high commitment people and organisations (tapping into volunteer labour, motivation eg for rural bus services…)
  11. Risk, regulation, monitoring – readier acceptance of risk, reduced monitoring regimes
  12. Visibility and information – mobilising public eyes (eg MPs’ expenses) and the power of shame (eg through making all spending transparent),  and information enrichment – to improve performance (NHS evidence – easy access to evidence on what works) and public feedback
