I wondered to what extent the Council was actually involved in this, and, indeed, someone has posted on that forum "They are not authorised officers or reconsigned by the Local Council as inferred by the article (I have a email from Milton Keynes Council confirming this.)" (presume that shd be "recognised").
 
It raises interesting questions, which I haven't properly thought through yet, about what the situation be if the organisation regularly gave unsolicited surveillance information to the Council, and the Council acted on it.
 
And Simon, you must be joking - horse sh*t's pretty benign isn't it???
