I actually have a further concern with "... her consent to disclose to
him any data about her ..." 

Until the information has been assessed she may not know what this
includes. She may for example have said things in the past which she has
forgotten about or does not realise may be in the file, which  she would
in fact (if she knew about it) prefer to keep private. My approcah
generally in this area would be to get / confirm consent once you have
some idea of the actual content to be disclosed. 

Subject to that, yes, in my view these should be kept separate, unless
and until she obtains the father's consent. All seems amicable but human
relationship's can be very complex and one should not assume what works
one way, does work in the opposite direction. There may e.g. details of
relationship between father and mother or other sibling which he would
not wish to disclose.

I have had a SAR by the father to view child care files relating to him
and his children. He has contacted one child (now adult and married) and
obtained her consent to disclose to him any data about her. On our
completed consent form she has written that she wants to see the files
too.  I was going to suggest to her that to avoid additional cost
(another SAR fee) and obtaining his consent to disclose to her, she asks
her father if he will allow her to view the copies we send to him. 

I have not received a consent form the other child to disclose as yet,
so their data will be redacted.

Am I right to suggest this as I feel maybe I am assuming they are on
these sort of terms ? He has after all sent her our consent form and she
has returned it. If I can suggest it to her, should I mention it to him,
or is the fact she has asked to see the files her own private matter and
be treated as a totally separate request ?

Any advice gratefully received
