Where the quantity of information to be disclosed runs into thousands of 
pages I would invoke section 8(2)(b) of the Data Protection Act 1998 which 
allows you to refuse to provide copies of the requested records on the 
grounds of disproportionate effort. I usually follow this up with an offer 
to provide copies of the information in line with the FOI fees regulations 
i.e. £25 per hour and 10p a sheet. Not surprisingly, they usually do not 
take up the offer (though one did, incurring a charge of over £500).

Although the obligation to provide access remains i.e. allowing them to 
view the records, I find they will usually refine their request, limiting 
it to a more manageable amount.
