My first guess is purposes incompatible with the original purpose of collection of the data, fair and lawful? Possibly not.

Mr A applies to go on the housing register as an individual.
On his application he names his wife as next of kin. She will be living with him.
His wife has arrears relating to a former tenancy going back 4 years. The Council has been unable to trace her and pursue the debt.
Can we use the information Mr A has supplied to pursue her former arrears?
