New York City has a sizable number of small deliveries (flowers,
take-out food, small parcels, dry cleaning) delivered by low-wage
workers on bicycles or trikes equipped with enormous baskets and racks.
This practice does not appear to be officially promoted or endorsed
however.

I have not posted before so hope this is an appropriate post.
 
Is anyone aware of towns/cities where there is a 'reasonable' level of
use of cargo bikes/trikes outside of the Netherlands/Denmark/Portland
OR?
 
Also, are you aware of examples of community based schemes where people
on low incomes can access load carrying bikes/trikes/trailers etc (like
the Watershed in Sydney) or delivery/transport services such as cycle
taxis or grocery deliveries?
