We've been offering an Outreach service at the Royal Engineers Museum for about 4 years now, and it's always been a charging service.

Essentially, the content is largely what a school group would see on a visit to the museum, except shaved down so the entire thing fits into a 1hr block of time. We have found that this is the most acceptable amount of time for both Primary and Secondary schools, and the easiest way to calculate cost. At the moment, we charge £20 per hour regardless of class size (however we do say that if there is going to be more than one class wanting the outreach, smaller groups are better when it comes to artefact handling). 

As far as catchment, our area tends to be based on where other museums in the area are and where there are gaps. I think it should largely depend on need.
