UNICEF is seeking eligible applicants for the position of Senior Adviser on Children with Disabilities at Headquarters in New York.

Under the overall guidance of the Associate Director, Policy and Practice (Gender, Rights and Civic Engagement Section), ensure that the principles and practices of the Convention on the Rights of Persons with Disabilities (CRPD) are institutionalized, actively pursued and sustained in UNICEF’s advocacy, programming and humanitarian work.

Duties and Responsibilities include:
• Providing vision, expert advice and policy direction to support UNICEF in integrating the rights of children with disabilities into programme and policy formulation, strategic planning, implementation and evaluation guidance.
• Partnerships and initiatives including guiding and overseeing the development and maintenance of high level relationships
• Policy and legal research, data collection and analysis on the situation of children with disabilities
• Capacity building
• Inter-Divisional Collaboration

Qualifications of a Successful Candidate:
• Advanced university degree in social sciences, or development planning; international relations, political science, public affairs and / or international development is required.
• At least 15 years, including at least 8 years in developing countries, with specific work at community level and collaboration with disability groups, NGOs and development partners.
• Experience working on the rights of persons with disabilities, legislative reform, including harmonization of national legislation with international human rights norms, project administration, monitoring and evaluation.
• Proven experience in development of disability policies, standards and norms.
• Demonstrated active membership in, and engagement with, disabilities groups and active engagement with the process of developing the CRPD.
• Clearly demonstrated ability to conceptualize development issues and write high quality technical reports, analytical materials and project proposals is essential.
• Direct field and community level experience in programme execution, involving government and international development agencies highly desirable.
