Chris,

Are we really axing the commissioner or creating a super commissioner?  In either case, we will still be regulated.  Do we want a large structure or one that is more responsive?  I would prefer to have disaggregated ones if that improves response times and their focus.

 

Given that they have just begun to reform and they are showing signs of getting tough, I would think it premature to either redesign them into a larger structure or to do away with them.

 

If in a year, the response times have not improved, the fines do not appear to be working, and the decision notices appear less than satisfactory, I would agree with your proposals as a possible solution to improving their service.

 

As it stands, it is too soon to tell and I would give them the benefit of the doubt.
