Hi Everyone,

I am hoping someone can help with an enquiry I've had (given in full below) - the question is does anyone know how long it takes for Parliamentary amendments made at First Reading to appear in the consolidated text of the proposal for a piece of legislation? It is very confusing as a Parliamentary press release mentions a specific amendment that does not then appear in the Parliament's own "text adopted" - so in essence we are trying to find out where the figure mentioned in the press release comes from and how soon it will appear in the consolidated proposal? My enquirer thinks it is a negotiated "additional provisions to [the] draft Directive", but I am not sure what this means. Most grateful for any help. Kind regards Barbara

We have received some questions from various clients regarding the proposed EU cap on bankers' bonuses. In the European Parliament's press release of 7 July, they stated that upfront cash bonuses would be capped at 30% (and 20% for large bonuses). The press release can be found here:
http://www.europarl.europa.eu/news/expert/infopress_page/042-77908-186-07-28-907-20100706IPR77907-05-07-2010-2010-false/default_en.htm
This is mirrored in the FAQs, at this link:

However, the 30% cap does not appear anywhere in the consolidated text of the proposed amendments to the Directive:

It would appear that this provision was negotiated by the European Parliament and constitutes an addition to the draft Directive. We thought there was a chance that the provision will not appear in the draft text until it receives its first reading by the European Council. From your previous experience, do you know at what point in time such additional provisions to draft Directives appear in the consolidated text?
