Dear Mr Pounder,

Currently we are shortlisted and preparing the Technical Offer for an EU funded project in Albania targeting the Data Protection Commissioner’s Office there. At the moment we are seeking for the key experts on this EU project, namely the Team Leader and Key expert 2. The Team Leader post is long-term and full-time, 330 working days(15 months) and Key expert 2 is around 7 months over these 15 months. The whole project duration is 15 months and the contract itself should start on 1^st October this year.

 

The profiles of the experts that we need are copied below:

 

Key Expert 1: Team Leader (330 working days)

 

The Team Leader will have overall responsibility for the smooth running and timely implementation of the project, the efficient use of project funds and for the field management of the team of experts. S/He shall possess proven ability to manage a team of international and local specialists and in supervising administrative and technical staff, with a track record as an expert in similar project(s):

 

 

Qualifications and skills

• University degree
• Specialisation in public administration and/or HR management will be an advantage
• Fluency in both written and spoken English is essential

 

General professional experience

• At least 10 years of post graduate professional experience in working with or for an EU Member States public administration in capacity building, change management for public administrations
• At least 5 years of post graduate professional experience in management positions;
• Experience in Potential candidate/Candidate countries and/or Eastern European countries will be an advantage

 

Specific professional experience

• Experience as a Team Leader in at least one project concerning the definition of internal procedures for the operation of public bodies, and/or organisation change/set-up of public institutions and/or HR organisation for public sector institutions
• Proven experience in the organisation and delivery of training courses, seminars and workshops
• At least 5 years professional experience in Data Protection and/or in public supervisory authorities would be an advantage

 

Key Expert 2: Senior Legal and Procedural Expert (155 working days)

 

The Legal Expert will review the Law on Protection of Personal Data and the draft versions of the sub-legal acts currently under development, and provide advice and guidance in their finalisation and harmonisation with EC Directives and the development of a methodology for the evaluation of Data Controllers by-laws relating to Data Protection. This Expert will be responsible as well for the development of the KMDP’s operational procedures for the administration of the provisions of the Law and sub-legal acts and their enforcement by the KMDP.

 

 

Qualifications and skills

• University degree in Law
• Fluency in both written and spoken English is essential
• Specialisation in Data Protection Law will be considered an advantage

 

General professional experience

• At least 10 years of post graduate professional experience in working with or for a public administration
• Proven experience in transposition of EU legislation in EU Member States and/or Potential candidate/Candidate countries
• Proven experience working in a multidisciplinary team

 

Specific professional experience

• At least 5 years professional experience in Data Protection law of EU Member States and EU Data Protection Directives
• Proven experience in the development of legislative documents of Data Protection issues
• Proven experience in the enforcement of data protection legislation of EU Member States, proven experience relating to transfers of personal data between countries and in particular data transfers to international Law Enforcement bodies will be considered an advantage.
