If an FSA regulated firm breaches DPA regs then I very much
doubt the ICO will ever get involved
Why would they waste their limited resources and fine them a
maximum of £500K when the FSA can hit them with a bigger stick?

Interestingly it was the FSA that fined them – presumably under
FSA regs?
Could a similar fine have been issued by the ICO under DPA?
Cheers
