I'm not sure why it's that important. It seems to me they made a basic
blunder of trying to establish where a family was living *after* the
qualifying date for school admission (at which point it's irrelevant
where they live).
As such, their surveillance operation was fundamentally misconceived.
That doesn't mean that other surveillance operations would suffer from
the same problem.
