Hi,
I don't think that the publishers would agree with you here.

We have contacted all publishers/suppliers of our electronic resources and some of them are making extra charges on the basis that the students are actually members of a different institution and are therefore effectively 'piggy-backing' on our subscriptions.

Staff of the partner institutions are also strictly excluded as they are not members of the UK university.

It is not safe to assume that non-standard 'members' of an institution fall within the licence terms which were negotiated without the publishers being aware of non-UK participation. I always make a point of checking with our suppliers whenever we find ourselves stepping into the unknown, as I think that it is too easy to make assumptions that are not actually explicit in the licence terms. If a licence doesn't say explicitly that you can do something then you are not entitled to do so.

Hi Erica

As far as I'm concerned if these students are registered with you and formally receive an Aston username and password they meet the definition of 'member' of your organisation and are covered under current license deals / shib attributes. It may be interesting to have a conversation with your registrar to see how they view such groups though.

Subject: [lis-e-resources] FW: Access to online resources for staff and students at partnering insitutions

Hello all
I've been informed that our institution will increasingly be entering into collaborative arrangements with other institutions both in the UK and overseas. The students will be registered with Aston University and will receive a username and password from us, but they will be studying on these collaborative courses from within their own institutions (i.e. we're not talking about a separate Aston campus overseas).
I wondered if anyone else has already been through a similar thing and could give me some advice on how you went about setting up access to online resources for the staff and students at partnering institutions: i.e. did you contact each of your online resource providers to ask them where you stood with regard to licensing? did you manage to set something up for the partner institutions using different permissions within Shibboleth?
Any information would be gratefully received!
Many thanks,
Erica
