Yes there is the argument that monuments trump coordinates as explained by Gary. But what do we do when the monuments are clearly not meaningful in the context of the delimitation instrument or in reality even where they have not disappeared? Such as an ongoing case where it said in the delimitation instrument that -the boundary must follow the watershed while leaving one village to one country and not the other -but it turns out that the watershed physically falls within a country while the village is therefore cut into the wrong country. So its either the boundary follows the village or it follows the watershed. In any case which is the feature the watershed or the village? The village may move, may expand so as to straddle the watershed, may shrink or disappear. In another instance I know of, following the watershed turns out the absurd fact that it is interspersed by watercourses so as to be impossible to define the real course of the watershed. I have seen surveyors come nearly to fist cuffs over identifying the course of a watershed. In these cases one's lawyerly instincts will crave for the certainty coordinates provide. In other words I would argue that the boundary OUGHT only to follow coordinates where available as they are more objective. I am sure there are contrary opinions.

A caution on coordinates:

Coordinates are the end results of measurements and indeed are very useful in locating and re-establishing a boundary, particularly when the geodetic datum of the coordinates is referenced and the instrumentation and procedures for measurement are attached as metadata. Keep in mind that all measurements have an associated error, which surveyors keep to a minimum using statistics and note the uncertainty, usually at the 95 percent confidence level.

These days the Global Navigational Satellite System (GNSS), which includes the Global Positioning System (GPS), is by far the most useful system for establishing boundary coordinates. With the correct multi-frequency receiver, and observing sufficient amounts of usable data, very accurate coordinates can be obtained to the centimeter level.

HOWEVER, there is a very long-standing legal precedent in just about every jurisdiction throughout the world, which states “monuments take precedent over measurements”. This means that an established boundary monument that has long been recognized as a boundary marker by adjoining jurisdictions is the boundary. Any measurement or coordinate that documents the location of the monument is evidence of the boundary location. If a monument is destroyed or disappears, coordinates can then be used as the best available evidence to re-locate the boundary.

These principles should be applied to international boundaries.
