CONFERENCE AIMS The Higher Education Forum for Learning and Development in Policing is pleased to announce their inaugural conference to be held at the University of Central Lancashire. The aim of this conference is to bring together academics, police officers and managers, researchers, policy makers and service providers who are involved in the development, delivery and provision of ‘police learning’ to debate this issue particularly in the context of its delivery in a Higher Education setting. Over time, views on the subject have been expressed from various positions, becoming topical again in 2009 with Dr Stone’s report advocating all police officers should have degrees. Public expectations and political demands on policing have never been greater and, with current financial constraints, police learning not only needs to be ‘professional’ but also cost effective whilst at the same time reflecting the needs of the community, and taking cognisance of the Equality, Diversity and Human Rights Strategy 2009. The focus of this conference is therefore broad and includes ‘pre’ and ‘post-employment’ academic provision, issues of diversity, initial police learning as well as specialist qualifications with a real opportunity to consider international approaches. The multifaceted nature of police learning and development highlights the need for a flexible approach and a belief that ‘one size fits all’ may not be appropriate, therefore papers from all positions are welcomed.
