I did not say enforcement stops. I pointed out the press releases around it fall to a minimum.  The cps continues its work as does the rest of the government but there are not the plethora of press releases promoting the power, probity and prowess of political potentates during purdah.

I'm not sure I follow that argument.  Does the FSA or the Crown Prosecution
Office cease enforcement during election purdah?  We implicitly trust those
civil servants to work in an apolitical way, so why not the ICO?

I've worked for a couple of public sector bodies during an election period
and found the effects of purdah alternately ineffective and stultifying.  In
neither case was there any real alteration to behaviour.

Enforcement against a council will have political implications (especially
if it is controlled by opposition).  Enforcement against a business (could
signal anti business bias (did they donate to the opposition))

Enforcement in general is a very public activity by a government agency and
could be seen to highlight the energy, dynamism, and law and order
credentials.

Hardly an overkill situation.  It is pragmatic and effect and let's
politicians be politicians and keeps public servants out of the fray.

As we say in chicago, vote early and vote often.
