It was passed well before 9/11, and while much of it is aimed at serious organised crime, the rest is to assist in preventing and detecting much lower level offences. Secondly, the sorts of surveillance that the Daily Mail reader moans about (eg snooping on fly tippers and school catchment area fraudsters) was previously totally unregulated. Indeed, we only know that it's happening today *because* RIPA forces public authorities to make assessments of the need and keep proper records.
