Surely the idea of the framework is to make sure less experienced staff get brought up to a competent level in the most expedient, measurable and efficient way possible? You may consider it not useful for yourself, but I'm sure there plenty who will. Plus it raises the profile of the level of expertise and competence required by CLOs... which one would hope would work favourably towards the imbalance you point out. I wonder if there is any mention of the fact that EHO's (mostly qualified to Diploma in Environmental Health level) are often paid more than CLO's who are more experienced and qualified to masters level and beyond?
