You may be surprised to know that some institutions use systems like ELGG to increase staff/student communication, monitor possible students issues and decrease usage of outside sites like facebook. The VLE Blackboard has a messaging building block, which I just discovered when we upgraded to Blackboard learn 8 sp6. This could help. It is also worth noting that there are a lot of mobile apps out and being released to help communication outside the classroom.
