There's actually quite a lot of research around this - these two for starters from the CBI and WWF:

Having worked on both sides of the fence, I'm yet to be convinced that NGOs are more independent than the civil service. If you're as skeptical of government sources as your email suggests, it might be worth speaking to someone at DECC or BIS to find out how they put their figures together. It's likely to be based on many secondary sources or externally sourced research, which might reassure you that they haven't just made it up. Let me know if you'd like a contact. best wishes Melanie
